It’s important to understand that a residential ISP can either be connected to a home,  a residence with an address  or be connected within a datacenter environment. Network providers such as Sprint, AT&T, Centurylink, Comcast that once powered home networks are now also powering business environment within datacenters. In order to have a residential ISP VPS,  a network has to be physically present with connectivity to the Virtual Private Server. Merely connecting to a residential IP  via VPN or Proxy does not make it a residential VPS.
